Search Ads Explained: Naver vs Google vs Kakao Compared

Search ads show ads related to the keyword a user searched, right on the search results page. Naver Power Link (Naver is Korea's largest search engine) and Kakao Keyword Ads use CPC (cost per click) billing, so you pay only when a click happens. Google works the same way if you choose CPC bidding. The three differ in where ads appear, how you set bids, and what decides ad rank. If you are starting out, pick one platform based on what you have (a website, an online store, or a physical shop) and where your customers search. None of the three official help pages shows a publication or effective date, so this article uses October 4, 2026, the day the content was checked, as its reference date.

Naver Power Link is free to register and show, and you are charged only on clicks (help page last edited September 21, 2026). Google charges only when your ad is clicked under CPC bidding, and Kakao charges only when a user clicks and visits your site.

Search ads show up through a bidding order

In search ads, the advertiser picks the words users will search (keywords) and sets the maximum amount to pay per click (the bid). Each time a user runs a related search, a bid decides which ads appear. Google explains that an ad auction runs in an instant every time a user searches to decide which ads to show. A high bid alone does not win the same search term. The quality of the ad and the landing page is also scored.

When a search term comes in, bid competition sets the ad rank, and cost is charged when a click happens.

On the results page, ads are separated from free organic results. Google says ads appear next to or below an 'Ad' label at the top or bottom of the search results page, and no ads appear in the organic results area. Naver shows integrated search results in this order: Brand Search, information Naver provides directly (such as people info, exchange rates and weather), Power Link, then Biz Site. So Power Link is not always at the very top.

Comparing the three platforms on the same items makes the choice easier. The table below collects only what each company's official documents state. The Google and Kakao bid ranges are left blank because the official documents give no numbers, so check them in your management screen.

Ranking factorsBid, relevance between the search term and site content, ad creative qualityBid, ad and landing page quality, expected impact of extensions, ad rank thresholds, context, auction competitivenessBid and Quality Index (a metric combining keyword click-through rate, relevance between keyword and creative, and ad performance)

The KRW 70 to KRW 100,000 bid range comes from the Naver bid help page, Google's six ranking factors come from the bidding basics document, and Kakao's Quality Index comes from the Keyword Ads guide. On all three, a bid alone does not set the rank. So when impressions are low, do not just raise the bid. First check that the keyword, the ad copy and the landing page (the page that opens when someone clicks the ad) match each other.

Naver splits its offering into several products, so sort them out before you start. According to the search ads introduction page, Power Link is the basic type shown when a keyword is searched, Shopping Search Ads require a link to a shop registered on Naver Shopping, and Place Search Ads can only be registered by businesses listed on Smart Place (Naver's local business listing). The tables in this article use Power Link as the basis, because it can be compared without a product split.

Where to start with search ads depends on your situation

If this is your first time, it is better to pick one platform first. If you split the same budget across three, each platform collects too few clicks, and you will not have enough numbers to compare them. Choose based on where your customers search and what kind of site you have. The table below is the author's summary drawn from the product conditions in each platform's official documents.

Before you start, check the monthly search volume of your keywords. It shows which platform deserves budget first. Naver search volume is found in the keyword tool of the Advertiser Center, and the lookup steps are in How to use the Naver keyword tool.

Start search ads in 5 steps and check that they work

The screens differ across the three platforms, but the broad order overlaps. You choose keywords, prepare a landing page that matches them, load a payment method or ad funds into the ad account, set a bid and daily budget, and then pass review to go live. Each number below adds the conditions that the official help pages describe for each platform.

Staircase diagram of the 5 steps to start search ads: pick keywords, prepare a landing page, charge ad funds, set a bid, pass review
Start in this order: keywords, landing page, funding, bid, review.
  1. Pick the keywords customers actually search.
  2. Set a page whose content matches the keyword as the destination URL. Google rates quality by the usefulness and relevance of the ad and landing page, and Kakao advises that to raise the Quality Index you should register a landing page URL highly relevant to the registered ad.
  3. Create an account and prepare ad funds. On Naver, Biz Channel review does not proceed unless Biz Money has been charged. On Google, you create an account in three steps: add business information, choose a campaign goal and budget, and enter payment details, and you enter a payment method from credit or debit cards, PayPal, or a bank account.
  4. Set a bid and a daily budget. Naver introduces an approach of starting at the minimum bid of KRW 70 (KRW 50 for Shopping Search Ads) and adjusting a little at a time while watching impressions, clicks and ad spend in the ad performance report.
  5. Wait for review. Naver Power Link review usually finishes within 1 to 2 business days.

Judge success by whether impressions, clicks and ad spend start to build up in the reports of the ad management screen. If the numbers stay at 0, check the review status and the balance first. On Naver, when you register a Biz Channel (the address your ad links to, such as a homepage or blog) in a new ad group, the Biz Channel is reviewed first, and only after it passes do creative and keyword reviews follow.

Naver Power Link can show ads even if you do not register keywords yourself. Expanded search is the default setting, so ads also run for search terms highly relevant to the content of the ad's linked page. To show ads only for your registered keywords, choose 'Exact match' in the advanced options of the ad group.

Check these when search ad costs run higher than expected

Even with per-click billing, ad spend can slightly exceed the amount you set. The Kakao Keyword Ads guide says that cases where charged ad funds run out and it takes time for the ad to stop, creating a negative balance, or where charges exceed the daily budget, are judged to be normal billing. It also notes that the overage can be larger when the daily budget is too small, the bid is high and the ad period is short. Google's daily budget limits are covered in How to start Google Ads.

So keep your bid within what you can afford to pay for one click, and set the daily budget at an amount you can absorb even with an overage. Naver also warns you not to set a bid higher than the cost per click you can afford to pay. Google explains that the actual amount paid is lower than the bid in most cases, so do not treat the bid as the real click cost and conclude that your budget is too small.

Beginners often make these search ad mistakes

  • Believing the ad always shows at the very top: On Naver, Brand Search and Naver-provided information can appear above Power Link. Search for yourself to check the placement.
  • Raising only the bid to buy a higher rank: Google, Naver and Kakao all look at relevance and quality together. If you get no impressions, first fix the match between keyword, creative and landing page.
  • Starting without knowing expanded search is the default: Naver Power Link shows automatically for search terms related to the linked page, so check which search terms brought visits and manage them with detailed keywords.
  • Registering before charging funds: On Naver, Biz Channel review does not start without Biz Money. Charge funds before you register.

Search ads FAQ

Do I have to pay a monthly fee if I hire an agency for search ads?

Search ads are a CPC product where cost is charged per click. In its official guide, Kakao warns that illegal sales that convert CPC products into monthly flat-fee products, or demand excessive contract deposits and fees, are increasing. The same guide says fixed top placement is very difficult in Keyword Ads, where rank is set by real-time bidding, and it lists offers that promise it as cases of harm. If you use an agency, first check that it is an official agency and check the billing method in the contract.

Shopping Search Ads are a shopping-focused product where creatives and keywords are matched automatically, so you need a link to a shop registered on Naver Shopping to advertise. Bids are set from a minimum of KRW 50 to a maximum of KRW 100,000, and billing is per click.

Which browser should I use for the Kakao Keyword Ads admin center?

Kakao says the Keyword Ads admin center is optimized for the Chrome browser. You can also use Safari or Edge, but optimization is not supported, and IE is no longer supported, so you cannot connect with it.

Today, pick the one keyword your customers search most, then in the Naver Advertiser Center set the default bid of a Power Link ad group to KRW 70, charge Biz Money, and register your ad.
